First MPNP draw of 2022, over 400 immigrants issued LAA

The Manitoba Provincial Nominee Program (MPNP) held its first draw of 2020 on January 13, where they invited 443 immigration candidates, 50 more than last time’s 393, for a provincial nomination.

Provincial Nominee Program (PNP) of Manitoba has various immigration streams through which candidates can submit their application for nomination. Candidates who indicated they are working in a regulated occupation and are fully licensed to work in Manitoba have been selected in this draw. This year:

  • 357 candidates were invited from the ‘Skilled Workers in Manitoba’ stream. The minimum score cut-off was 459;
  • 53 invitations were from ‘Skilled Workers Overseas’ stream with minimum score cut-off 711; and
  • 33 invitations were from ‘International Education Stream’. There was no specific score requirement for these candidates.

Among the 443 Letters of Advice to Apply (LAA) issued in this year’s draw, 97 were to candidates with valid Express Entry ID and job seeker validation code.

Provincial Nomination through MPNP

Foreign nationals with skills and experience that fulfill the required criteria of Manitoba’s labour force are nominated for Canadian permanent residency through MPNP. It was the first PNP of Canada and has been successfully building the GDP and workforce of Manitoba since 1998.

To get a provincial nomination from Manitoba, an Expression of Interest (EOI) has to be submitted with MPNP. A point-based system is used to assess and rank a profile. A maximum of 1,000 points are given, depending upon a candidate’s age, education, work experience, adaptability, etc. One also needs to have a prior connection in Manitoba (close family ties) or an invitation through one of Manitoba’s Strategic Recruitment Initiatives.

According to the EOI rankings, Manitoba invites the highest-ranked candidates from the pool to submit their full application to the MPNP. A complete application along with supporting documents have to be submitted within 60 days of issuance of LAA.
There are five immigration streams through which candidates can apply in MPNP. Some of them are aligned with the Express Entry system.

PNP aligned Express Entry system

The federal government uses The Express Entry system to manage permanent residence applications through three main economic class immigration programs of the country: Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP), and Federal Skilled Trades Program (FSTP). Profiles are ranked on the basis of a Comprehensive Ranking System (CRS). CRS score is calculated based on the candidate’s age, language proficiency, work experience, etc. The Highest scorer gets invited through regular Express Entry draws to apply for Canadian permanent residency.

A candidate applying through the Provincial Nominee Program or PNP receives a provincial nomination, which grants an additional 600 CRS points in their Express Entry profiles. Thus, applying through PNP increases the chances to get an ITA for permanent residency.
