Canada welcomes permanent residents with full throttle

Canada has successfully transcended its previous record, after over a decade, by landing 401,000 permanent residents in 2021. The federal department of Immigration, Refugees and Citizenship Canada (IRCC) releases a new Immigration Levels Plan every year, which becomes the base to its operations. This year it was able to achieve the set target and marked the highest permanent residence landings in a year.

Last time it was in 1913 when Canada surpassed the 400,000 mark. After that the immigration rate dropped because of various factors. With the onset of worldwide Covid-19 travel restrictions in 2020, the Canadian government desired to welcome temporary immigrants from all sectors (skilled workers, family class immigrants, refugees, temporary foreign workers, international students, and visitors) with minimum impact on its immigration system. However, the number of permanents resident arrivals from overseas reduced that year.

In 2020, Canada landed only 184,000 immigrants as opposed to its target of 341,000 landings, due to the on-going pandemic restrictions. So, for the economic and social recovery of the country, IRCC set the aim higher in its Immigration Levels Plan 2021-2023 where Canada planned to welcome 401,000 new immigrants in 2021, 411,000 new immigrants in 2022 and 421,000 immigrants in 2023. After achieving the 2021 target, the immigration minister Sean Fraser plans on releasing new targets by February 11, 2022 and it is estimated that they could be higher for 2022 and 2023.

In 2021, IRCC transitioned the path to achieve its landings. Instead of targeting immigrants from overseas, they focussed on converting the temporary status of residents within Canada to Permanent Residents. This way they managed to tackle the current situation safely while achieving their planned target.

Canada is welcoming skilled workers, family class immigrants, and refugees to strengthen its economy. It is issuing new immigration invitations to skilled workers under Express Entry, the Provincial Nominee Program (PNP), and through Quebec’s immigration programs. Spousal sponsorship applications are also being processed.

Out of the 411,000 immigrants in 2022 and 421,000 immigrants in 2023, Canada plans on dividing the immigration targets into the following categories:

Economic Programs – IRCC has kept a target of total 241,500 and 249,500 in 2022 and 2023 respectively from the various economic categories like Federal High Skilled; Federal Business; Economic Pilots: Caregivers; Atlantic Immigration Pilot Program; Provincial Nominee Program; Quebec Skilled Workers and Business. This increases the likelihood for aspirants to get a permanent residents status in Canada.

Family Programs – From the ‘Spouses, Partners and Children’; and ‘Parents and Grandparents’ category a total target of 103,500 and 104,500 in 2022 and 2023, respectively, has been set, which means you can bring your loved ones with you for a Permanent residency in Canada.

Refugees and Protected Persons – IRCC plans on giving permanent resident status to as much as 60,500 persons in 2022 and 61,000 persons in 2023 by dividing the number into 4 different categories, i.e., Protected Persons in Canada and Dependents Abroad; Resettled Refugees – Government-Assisted; Resettled Refugees – Privately Sponsored; and Resettled Refugees – Blended Visa Office-Referred.

Humanitarian & Compassionate and Other – On the basis of humanitarian and other grounds, a target of 5,500 and 6,000 in 2022 and 2023, respectively, is kept in order to increase the landing during the Immigration Levels Plan 2021-2023.
